I had the same struggle with Bruno when he was around four months old. What really helped for us was the ‘stop-and-go’ game: every time he pulls, I stop walking and only move again when the leash is slack. It might feel slow at first, but Milo will soon learn that pulling equals no progress. Also, consider a front-clip harness; it gives more control without strain. Before heading out, play a quick fetch session to burn off excess energy. Treats helped too, especially tiny bits carried in a pouch. Stick with it, and soon walks will be smoother and more fun for both of you.
